Definition and scope: The concept covers formal measures (constitutional reforms, elections, legal procedures) and informal ones (rituals, narrative framing, symbolic gestures) that influence perceived rightful authority.

Mechanisms: Legality (conformity to law), performance legitimacy (effective governance and delivery of public goods), input legitimacy (participation and representation), and recognition by other states and institutions all contribute to perceived legitimacy.

Examples: Free and fair elections, peaceful transitions of power, independent judiciaries, transparent budgeting, anti-corruption reforms, inclusive policymaking, state-society dialogue, and timely international recognition or engagement.

Dynamics and limitations: Legitimacyacts can respond to crisis or be proactive; they may be short-term or durable but are vulnerable to unmet expectations, coercive enforcement, or competing legitimacy claims from rival actors.
