Kopfpauschalenmodelle, also known as headage models or per-capita models, are a form of payment in healthcare systems where healthcare providers receive a fixed sum per patient enrolled in their care, regardless of the number of services rendered to that patient. This payment is typically made on a periodic basis, such as monthly or annually. The primary objective of such models is to shift the financial risk from the payer (often an insurance company or government) to the provider. By doing so, it is intended to incentivize providers to manage resources efficiently and focus on preventive care to keep patients healthy, thereby reducing overall healthcare costs.
These models are contrasted with fee-for-service systems, where providers are reimbursed for each individual service they
