Kelurahan

Kelurahan is an administrative division in Indonesia, functioning as the lowest level of urban administrative unit. It is situated below the kecamatan (sub-district). Each kelurahan is typically headed by a lurah, who is a civil servant appointed by the government. The primary role of a kelurahan is to implement government programs at the grassroots level and provide public services to its residents.

The kelurahan is further divided into smaller community units called rukun warga (RW) and rukun tetangga (RT). These units are responsible for managing local community affairs, fostering cooperation, and facilitating communication between residents and the government. RWs are composed of several RTs, and RTs are the smallest neighborhood units, usually consisting of a small group of households.

The functions of a kelurahan include public administration, social welfare, and community development. They are involved in issuing various permits and certificates, registering births and deaths, and assisting with public health initiatives. The lurah, with the support of RT and RW leaders, plays a crucial role in mediating local disputes and ensuring the smooth functioning of community life. The establishment and organization of kelurahan are regulated by Indonesian law, aiming to decentralize administrative power and improve the efficiency of public service delivery.
