Kaevetööstus, literally “mining industry” in Estonian, refers to the extraction of minerals and related activities within Estonia. The country’s geological composition includes significant deposits of limestone, gypsum, oil shale, and various metallic minerals. Historically, mining played a crucial role in Estonia’s economic development, particularly during the Soviet era when large-scale shale oil extraction projects were undertaken. Oil shale, a bituminous rock that can be processed into synthetic fuels, remained the backbone of the industrial sector for several decades, contributing to Estonia’s energy self-sufficiency and exports.

In the post‑Soviet period, the mining landscape shifted. Private mining enterprises have emerged, focusing on limestones, gypsum, and construction aggregates for the burgeoning construction industry. Environmental regulations and market demands have pressured companies to adopt more sustainable extraction practices and improve waste management. The oil shale industry, once dominant, has largely receded due to environmental concerns, a decline in global demand for shale-derived fuels, and the rise of renewable energy sources.

Presently, Kaevetööstus is integrated into Estonian infrastructure and global supply chains. The industry supports downstream sectors such as cement production, chemical manufacturing, and construction. Although its scale is smaller than in the Soviet period, mining remains a vital contributor to the national economy, providing employment, supporting related industries, and strategically benefiting regional development.
