Jogszabályalkotás

Jogszabályalkotás, also known as legislative drafting or law-making, is the process by which legal rules are created and enacted. In Hungary, this process is primarily undertaken by the Parliament, but other governmental bodies also have the authority to issue regulations within their respective competences. The process typically begins with the initiation of a bill, which can be proposed by the government, individual members of Parliament, or through citizen initiatives under specific conditions.

Once a bill is introduced, it undergoes a multi-stage review and debate process within the Parliament. This usually involves committee reviews where experts and stakeholders may provide input and suggest amendments. Following committee discussions, the bill is debated in plenary sessions, where its merits and potential consequences are discussed by the entire legislative body. Amendments can be proposed and voted upon during these sessions.

For a bill to become law, it must receive a majority vote in Parliament. After its approval by the legislature, the bill is then promulgated, meaning it is officially enacted and becomes binding. In Hungary, promulgation involves the signature of the President of the Republic and publication in the official gazette, the Magyar Közlöny. Certain laws, particularly those related to fundamental rights or constitutional matters, may require a qualified majority or a referendum. The entire process aims to ensure that laws are well-considered, reflect societal needs, and are consistent with existing legal frameworks.
