This system is operated by distribution system operators (DSOs), often referred to as "verkkoyhtiöt" in Finnish. The primary function of a DSO is to ensure the reliable and safe delivery of electricity from the transmission grid to end-users.

In Finland, the electricity market is divided into generation, transmission, distribution, and retail. Generation companies produce electricity, which is then transmitted over high-voltage lines by the transmission system operator. The jakosähköjä system then takes over at lower voltage levels, distributing the electricity to homes, businesses, and other consumers. The DSO is responsible for maintaining and upgrading the distribution network, including substations, power lines, and meters.
