The term is derived from Norwegian elements meaning “multi-level” (fler) and “levels” (nivå) together with “codes” (koder). In a fle rnivå system, a single code encodes a position within an evolving taxonomy, with higher levels indicating broader categories and lower levels providing increasing specificity.

Code structure and formats vary. Levels can be numeric, alphanumeric, or symbolic, and may be separated by dots, hyphens, or slashes.
