EØSborgeren, a term originating from Norwegian, translates to "EEA citizen" or "EFTA citizen" in English. It refers to a national of an Economic Area in Europe (EEA) or European Free Trade Association (EFTA) country who benefits from the rights and freedoms afforded by these agreements. Specifically, it encompasses citizens of the European Union member states and the EEA EFTA states: Iceland, Liechtenstein, and Norway.

These individuals possess rights of establishment and free movement within the EEA. This means they can live, work, study, and conduct business in any participating country under similar conditions to that country's own nationals. The principle of non-discrimination based on nationality is central to these rights.

The concept of EØSborgeren is a direct consequence of the European Economic Area Agreement, which extends many of the freedoms of the EU's internal market to the EFTA states. While Swiss citizens are members of EFTA, they are not part of the EEA and therefore do not hold EØSborgeren status, though they have separate bilateral agreements with the EU.
