As a conceptual model, entitlements establish what should be possible; authorization enforces what is permissible now. Together they form the basis for access control decisions in many architectures, including RBAC, ABAC, and policy-based access control. In practice, systems may carry entitlements as attributes or tokens (for example, in SSO or OAuth scopes) that are evaluated by policy decision points against current context to grant or deny access.

Key considerations: maintain a current entitlement catalog and ensure synchronization with role and policy changes; implement least-privilege and need-to-know; regularly remove stale entitlements and revoke access when appropriate; monitor access attempts for anomalous patterns to detect mismatches between entitlements and authorizations.

Examples: A hospital information system might require a clinician to be entitled to access patient records and to be authorized to view a given patient’s data only if the clinician is assigned to that patient and the access is within allowed hours.
