Ehitusluba
Ehitusluba, or building permit, is the formal authorization required by Estonian law to begin most construction projects, substantial renovations, or changes of use of buildings and structures. It is issued by the local municipality (omavalitsus) according to the Building Act and local land-use plans. Typically, a permit is required for new buildings, extensions, major renovations, or changes in use; purely cosmetic work or minor maintenance may be exempt or subject to a lighter procedure, such as notification, depending on the project and local rules.
To obtain ehitusluba, the applicant submits an application with project documentation prepared by a design professional.

During and after construction, inspections are conducted to verify compliance. After completion, an occupancy permit (kasutusluba)
