Effektivitetskrav

Effektivitetskrav, or efficiency requirements, are criteria used to ensure that activities, projects, or policies deliver desired outcomes with optimal use of resources. They express expectations about outputs relative to inputs, such as energy, time, money, or materials, and are often stated as targets or performance indicators.

In Nordic contexts, effektivitetskrav are commonly embedded in contracts, regulations, and grant conditions to promote value for money and responsible resource use. They can take the form of quantitative targets (for example, reducing energy consumption by a certain percentage, lowering total cost of ownership, or shortening lead times), service level agreements, benchmarking, or lifecycle cost assessments.

Applications vary but typically include public procurement, infrastructure and building projects, energy efficiency programs, and reforms aimed at streamlining public sector processes. By focusing on efficiency, authorities seek to encourage solutions that achieve required results at lower or more sustainable costs.

Measurement relies on indicators such as energy intensity, unit cost, processing time, throughput, and quality-adjusted output. Lifecycle costing and cost-benefit analyses are often used to capture long-term value and trade-offs between upfront investments and ongoing savings.

While effektivitetskrav can drive significant improvements, they must be balanced with considerations of effectiveness, quality, resilience, and innovation. Overemphasis on efficiency can risk underinvestment in capabilities or adaptability, so criteria are typically complemented by other requirements related to sustainability, reliability, and strategic fit.
