Dnummer

Dnummer, often written as D-nummer, is a term used in some Nordic countries to refer to a temporary personal identification number assigned to non-residents or newcomers who need access to public systems. It is not a permanent national identifier, and its use is limited to the period or purpose for which it is issued.

In Denmark, a D-nummer is issued to people who do not have a CPR number but must interact with Danish public authorities, for example to work, pay taxes, or receive public services. The D-number enables access to tax, employment, and certain state services while the individual arranges a more permanent registration if they stay longer or become eligible for a CPR number. The arrangement and issuing authority are typically linked to the Danish tax system.

In Norway, a D-number is provided by the Norwegian tax administration to foreigners who require access to Norwegian registries before obtaining a Fødselsnummer (Norwegian national identity number). A D-number allows activities such as employment, tax reporting, and certain healthcare or administrative tasks, but it does not confer the full rights or identity features of a Fødselsnummer and is intended for temporary use.

Common features include its temporary nature, its purpose to enable official interactions without a permanent ID, and its use in taxation, employment, and access to public services. If longer residence is established, individuals may transition to a permanent national identifier (CPR in Denmark or Fødselsnummer in Norway) after meeting eligibility criteria.
