The term emphasizes that development is not binary. It may apply to regions where sophisticated infrastructure, advanced services, or high productivity coexist with persistent poverty, inequality, weak institutions, or limited access to basic services in other areas. It can describe transitional economies with rapid urbanization, where metropolitan cores are highly developed while rural areas remain underdeveloped.

Origin and usage: The phrase appears sporadically in academic writing and think-tank reports as a critique of dichotomous labels such as "developed" and "developing." It aligns with perspectives that view development as a continuum and highlight intra-national disparities and structural heterogeneity.

Criticisms: The term is controversial because it can reinforce problematic binaries and obscure the processes that generate uneven development, such as governance quality, resource distribution, or colonial legacies. It may also obscure the agency of communities that develop innovative solutions outside traditional metrics.
