It involves the creation of a detailed local master plan, or asemakaava, which guides the development of a specific area within a municipality. This process is legally mandated and overseen by municipal authorities.

The asemakaavaprosessi begins with the municipality identifying a need for a new or revised local master plan. This might be driven by population growth, changes in land use needs, or the desire to revitalize an existing area. Preliminary studies and surveys are conducted to assess the current state of the area, including its environmental conditions, infrastructure, and existing land use. Public consultation is a crucial element throughout the process. Following preliminary planning and public engagement, a draft local master plan is prepared.
