Arnoia

Arnoia is a city-state and cultural region in the fictional continent of Elaria. The capital, also named Arnoia, is the largest city and primary economic and political center. The polity is a constitutional republic with an elected legislature and a ceremonial head of state; executive power lies with a prime minister and cabinet drawn from the majority party or coalition.

Geographically, Arnoia sits in a broad river valley bordered by the Crescent Mountains to the north and the Silver Sea coastline to the west. The Arnoia River runs through the capital, supporting irrigation and trade. The climate is temperate with four seasons, contributing to diverse agriculture including vineyards, orchards, and grain.

Arnoia traces its urban core to Bronze Age settlements and emerged as a city-state in the medieval era through a compact of merchant guilds. It joined a regional confederation in the early modern period and gained broader autonomy within a federation in the 19th century. Independence is celebrated in national memory.

The country is divided into five districts, each with its own council, while national affairs are handled by a bicameral legislature and a cabinet. The population is about 1.2 million, with a mix of ethnic groups and languages. Arnoian is the official language, with secondary languages used in education and commerce.

Arnoia has a diversified economy centered on services, logistics, light manufacturing, and agriculture. It hosts two universities and several research institutes, contributing to a culture of scholarship. The political and cultural life is supported by theaters, archives, and festivals, and the Grand Library and Maritime Academy are notable institutions.
