Core elements of arbetetill typically include flexible or part‑time contracts, job redesign to match changing capacities, and opportunities for retraining and skill development. It may be supported by wage subsidies or incentives for employers, health and safety accommodations, and access to career counseling and transitional services. The intended outcomes are to raise labor force participation among older workers, maintain experienced labor in the economy, and alleviate pressures on pension systems.

Implementation considerations center on aligning pension rules, taxation, disability provisions, and funding, as well as ensuring that programs respect workers’ autonomy and avoid coercive or discriminatory practices. Effectiveness depends on labor market conditions, program quality, and sustained investment.

Critics point to the risk of reinforcing age-based stereotypes, creating coercive employment expectations, or producing only precarious or lower-paid roles if not properly designed.
