The term, which translates roughly as under-utilization, covers underused space, idle capacity, or activities that do not fully exploit the available size, location, or infrastructure.

In practice, alakasutus can appear in various forms. Vacant storefronts and empty office space in cities, idle industrial facilities, or underused public buildings are common examples. It can also refer to land that remains undeveloped or used at a lower density than zoning or market conditions would allow. The phenomenon is influenced by a mix of market dynamics, regulatory constraints, ownership structures, and investment risk.

Measuring alakasutus typically involves indicators such as vacancy rates, occupancy levels, floor area ratio utilization, and the difference between potential and actual throughput or activity. High alakasutus often signifies economic inefficiency and foregone tax revenue, but in some cases it reflects deliberate preservation, risk management, or transitional planning.
