Abitabilità

Abitabilità is a term used to describe the suitability of a dwelling for residential use according to applicable regulations. It refers to the condition in which a building or a housing unit provides the basic standards required for living, including aspects related to safety, hygiene, and comfort.

The certificate of habitability, or certificato di abitabilità, is the official document issued by the competent local authority (usually the comune) that attests a dwelling meets the normative requirements for habitation. The certificate typically covers features such as adequate space and ceiling height, natural light and ventilation, functional sanitary facilities, proper heating and hot water, reliable water supply and sewerage, and compliant electrical installations and safety measures. It may also reflect compliance with building and urban planning regulations.

Regulatory framework and content can vary by region or municipality, but in general the assessment checks that the dwelling is suitable for occupancy under current health, safety, and housing standards. The certificate is often required for using utilities, renting or selling the property, and for cadastral or administrative purposes. It may be renewed or reissued if significant renovations or changes affect the living conditions.

Process to obtain the certificate usually involves submitting a request to the comune along with supporting documents (ownership or title, plans, energy performance certificate, and any relevant building permits), followed by an on-site inspection or review of documentation. If non-compliant elements are found, corrective actions must be completed and a new inspection conducted.

Relation to other concepts: habitability is distinct from, but related to, the energy performance certificate (APE) and to broader provisions of building safety and urban planning. In some contexts, the term agibilità is used interchangeably or in overlapping ways with abitabilità, depending on regional practice.
