It was first observed on 21 July 1998 by the Lincoln Near‑Earth Asteroid Research (LINEAR) survey at the Lincoln Laboratory's Experimental Test Site in Socorro, New Mexico. The discovery was confirmed by follow‑up observations, and the object has been given the provisional designation 1998 TL. The Minor Planet Center officially numbered the asteroid 15951 in 2000, but it has not yet been named.
