Väljaveole is an Estonian term that translates to "carriage by election" or "elected transport." It refers to a historical practice in rural Estonia where a community would collectively elect individuals to provide transportation services for the village. This system was particularly common in the 19th and early 20th centuries before the widespread availability of modern vehicles and organized public transport.
Under the Väljaveole system, villagers would often contribute to a communal fund or provide horses and carts.
