Valitsuskõnelused, meaning coalition negotiations in Estonian, are the discussions held between political parties in Estonia after an election to form a new government. These negotiations are a crucial step in the parliamentary system, as they determine which parties will form the executive branch and collectively hold a majority in the Riigikogu, the Estonian parliament. The process typically begins after the election results are confirmed and one or more parties emerge with a mandate to attempt government formation.

The primary goal of valitsuskõnelused is to reach an agreement on key policy issues, a common governing program, and the distribution of ministerial portfolios. Parties involved will negotiate on their priorities, potential compromises, and the overall vision for the country's future. These discussions can be lengthy and complex, involving detailed policy debates and power-sharing arrangements. The leader of the party tasked with forming the government, usually the one that won the most seats or is considered the most likely to build a coalition, chairs these negotiations.

Once an agreement is reached, the coalition partners draft a coalition agreement, which outlines the government's program and the responsibilities of each participating party. This document is then presented to the President of Estonia, who formally nominates the candidate for Prime Minister.
