Useclaiming is a framework for documenting and managing explicit claims of use rights over a resource within a system, such as a dataset, software component, media item, or physical asset. A useclaim records who is asserting a right to use the resource, for what purpose, under what scope, and for how long.

A claim is typically stored in a governed metadata store or ledger and linked to authentication, licensing, and policy records to enable traceability and enforcement. In practice, a user submits a useclaim describing the resource, the intended use, any constraints (for example, non-commercial use or redistribution limits), the duration, and contact information. A reviewer or automated policy checks the claim against prevailing licenses and governance rules, after which the claim is approved, amended, or rejected.

Approved claims activate access or permissions as defined, while rejected claims require the user to modify the request or pursue an alternate licensing path. Useclaiming is used in information governance, data management, and software asset management to improve accountability, support audits, and reduce license violations.
