Ulkoiskustannuksia refers to the Finnish term for external costs. Congestion on roads also represents an external cost, as each additional driver slows down all other drivers without directly compensating them for the lost time.

Recognizing and quantifying these costs allows for a more accurate assessment of the true societal impact of various activities. Governments often implement policies to internalize external costs, meaning they try to make the producers or consumers responsible for them.
