It is a statutory service for all employers, ensuring that employees have access to occupational health services. The primary aim is to identify and assess workplace risks, provide advice to employers on how to mitigate these risks, and offer health examinations and follow-up care to employees.

The services provided under the työterveyshuolto system are broad and can include health checks, ergonomic assessments, guidance on work organization, mental health support, and rehabilitation. The goal is to maintain and improve the working capacity of employees and to prevent occupational diseases. The system is funded by employers, who pay a fee based on the number of employees and the scope of services agreed upon with the occupational healthcare provider. These providers can be public or private entities.

While the core focus is on prevention and early intervention related to work, the Finnish occupational healthcare system also encompasses some elements of medical treatment for work-related illnesses and injuries. However, the primary responsibility for general healthcare and treatment of non-work-related conditions lies with the public healthcare system. The collaboration between employers, employees, and occupational healthcare professionals is crucial for the effective functioning of this preventative and supportive system.
