Tontinluovutus refers to the transfer of ownership or other rights to a building plot (tontti) from a landowner to a buyer. The seller is typically a municipality, but it can also be a private landowner or a developer. The transfer usually occurs as part of land development and may be linked to the sale of multiple plots within a larger project.

The process commonly involves planning and subdivision. A plot must be situated in an area covered by a local land-use plan (asemakaava) or a general plan, and the land may be divided into separate lots (lohko) with defined building rights (rakennusoikeus). The sale can be conducted through direct negotiations, competitive bidding, or other procurement methods used by the seller. The parties then sign a written agreement (tontinluovutussopimus or kauppakirja) detailing price, payment terms, and any conditions.

Legal framework: Tontinluovutus is governed by Finnish land-use and real estate law, notably the Maankäyttö- ja rakennuslaki and the Kiinteistönmuodostamislaki. Transfer of the plot is completed by recording the ownership in the land register maintained by the National Land Survey after the contract and payment are fulfilled.

Financial and tax aspects: The buyer typically bears costs related to the transfer, and taxes or charges prescribed by law apply, such as the transfer tax on real estate. Additional costs may include fees for surveying, plot formation, and registration.
