They represent a nation's promise not to increase its applied tariff rates on specific imported goods beyond a certain agreed-upon level. These commitments are listed in a country's WTO Schedule of Concessions and Commitments.

When a country joins the WTO or participates in trade negotiations, it negotiates the maximum tariff rates it is willing to impose on various product categories. These maximum rates are the tariff bindings. Once bound, a member country cannot raise its tariff on that product above the bound rate without facing potential challenges from other WTO members. This provides a degree of predictability and stability in international trade, as businesses can rely on these ceilings not being exceeded.

Tariff bindings are crucial for facilitating trade liberalization. By offering assurances that tariffs will not arbitrarily increase, they encourage investment and trade flows. Countries can choose to bind their tariffs at existing applied rates or at lower rates, effectively reducing their trade barriers.
