planeerimisõiguse
Planeerimisõigus is an Estonian term referring to the planning entitlement of a landowner or holder to develop a plot in accordance with applicable planning documents and regulations. It denotes the right to use land for permitted purposes, densities, and building parameters as defined by the local master plan (üldplaneering) and, where required, a detailed plan (detailplaneering). The concept is grounded in the public planning framework and is not an absolute guarantee of construction permissions.
