Pakolaiset (refugees) are people who have fled their country of origin due to a well-founded fear of persecution or harm and seek safety elsewhere. Under international law, a refugee is someone who, because of fear of persecution for reasons of race, religion, nationality, membership in a particular social group, or political opinion, is outside their country and is unable or unwilling to return or seek protection there.

Asylum procedures assess whether an individual qualifies for international protection under the 1951 Refugee Convention and its 1967 Protocol. If recognized, they may be granted refugee status or another form of protection; those who have not yet been recognized are asylum seekers.

Refugees have rights under international law, including protection against refoulement, access to basic services, education, and healthcare. In many states they may also be eligible to work and to sponsor family reunifications, subject to national rules.

Host societies face challenges and opportunities related to integration, such as language acquisition, access to housing and employment, education, and anti-discrimination efforts. Effective protection and integration depend on coordinated support from governments, international organizations, and civil society.

Displacement is a global issue driven by conflict, persecution, and disasters. Organizations such as the UN Refugee Agency (UNHCR) coordinate protection, relief, and durable solutions, including resettlement, local integration, and voluntary return when safe.
