pakkumaks

Pakkumaks is an Estonian term used in procurement to denote the party that submits an offer (pakkumus) in response to a procurement notice. Typically this is a company, organization, or individual acting as the bidder. The pakkumaks prepares a bid that specifies price, technical specifications, delivery terms, and statements of compliance. The bid must be submitted by a defined deadline in the required format, and may be opened in a controlled or publicly recorded process.

In public procurement, the contracting authority evaluates all admissible bids according to predefined criteria such as price, quality, functionality, delivery time, and after-sales support. The bidder whose offer is deemed most economically advantageous is usually selected, after which the contracting authority may enter into a contract with the successful pakkumaks. If a bid fails to meet requirements, is non-compliant, or there are grounds for exclusion (for example, insufficient credentials or past legal breaches), the bid may be rejected.
