An omavalitsusüksus is a fundamental unit of local self-government in Estonia. The term translates to "municipality" or "local government unit." Estonia is divided into various omavalitsusüksused, which are responsible for managing local affairs and providing public services to their residents. These units form the primary layer of territorial administration below the national level.

There are two main types of omavalitsusüksused in Estonia: rural municipalities (vallad) and cities (linnad). These units possess legal personality and are empowered to enact their own regulations within the framework of national law. Their primary functions include urban planning, waste management, public transportation, education, social welfare, and maintenance of local roads and infrastructure.

The governing bodies of omavalitsusüksused are elected local councils (volikogud) and executive bodies headed by elders or mayors (vallavanemad or linnapead). These bodies are elected by the residents of the respective municipality and are accountable to them. The autonomy of omavalitsusüksused is enshrined in the Estonian constitution, ensuring their ability to make decisions on matters of local importance independently. Funding for these units comes from local taxes, state transfers, and fees for services. The system aims to ensure that public services are delivered efficiently and are responsive to the needs of local communities.
