Neutraliteetin, often translated as neutrality, refers to a state of not taking sides in a conflict or dispute. In international relations, it typically describes the legal status of a state that does not participate in a war between other states. A neutral state pledges to remain impartial and refrain from assisting any belligerent party. This can include prohibiting the transit of enemy troops, supplying arms, or providing financial aid.

The concept of neutrality has evolved over centuries. Historically, states might declare neutrality as a strategic choice to avoid costly wars or to preserve their independence. Modern international law, particularly the Hague Conventions of 1907, further codified the rights and duties of neutral states. These rights include the inviolability of their territory and the right to trade with belligerents, though such trade is subject to certain restrictions, like the concept of contraband.

For a state to maintain a credible neutrality, it must demonstrate its impartiality in practice. This means consistently applying its rules to all parties involved in the conflict. A breach of neutrality can lead to consequences, potentially drawing the neutral state into the conflict.
