In the developing nervous system, neuroepithelial cells are progenitor cells that give rise to neurons and glial cells. They form the ventricular zone of the neural tube, where they undergo rapid proliferation. As development progresses, these cells differentiate into more specialized neural cell types.

Beyond their role in neurodevelopment, neuroepithelial cells are found in specialized sensory organs. For instance, they form the sensory epithelium of the retina, where photoreceptor cells are a type of modified neuroepithelial cell responsible for detecting light. Similarly, the olfactory epithelium, responsible for the sense of smell, contains neuroepithelial cells called olfactory receptor neurons. In the inner ear, hair cells, which are essential for hearing and balance, are also considered neuroepithelial cells due to their sensory and signal-transducing functions. The presence of microvilli or stereocilia on their apical surface is common in many types of neuroepithelial cells, aiding in their sensory functions.
