The most common form of muutoksenhakumenettely is valitus, or appeal. An appeal is typically filed with a higher administrative court. Before filing an appeal, it is often necessary to exhaust all available administrative remedies, meaning that any internal appeals within the original authority must be pursued first. The specific type of court or authority that handles the appeal depends on the nature of the original decision. For example, decisions made by municipal authorities might be appealed to an administrative court, while decisions by state agencies could be appealed to a higher administrative court or even the Supreme Administrative Court.

There are also other forms of legal challenge, such as oikaisuvaatimus (request for rectification). This is an earlier stage of appeal where a request is made to the authority that made the original decision to reconsider its ruling. This is usually a prerequisite for filing a formal appeal to a court. Time limits for filing appeals and requests for rectification are strict and must be adhered to.
