Linnastatus is the designation given to a municipality in Estonia that is classified as a town (linn). It is a legal category within the Estonian administrative-territorial structure, distinguishing urban municipalities from rural ones (vall). The status reflects an urban character and is typically conferred to municipalities that meet defined criteria related to population size and density, built environment, infrastructure, public services, and economic activity, as well as historical or administrative considerations.

The decision to grant linnastatus is made by the Government of Estonia, usually on the recommendation of the relevant ministry after an assessment by official planning and statistics bodies. Once granted, a municipality adopts an urban governance framework appropriate for a town, including town-level council organization and planning powers, within the scope defined by law. The status also influences the municipality’s administrative responsibilities for local services such as education, transportation, and utilities.

Linnastatus is largely functional and symbolic, reflecting a municipality’s urban character and governance role more than altering the core legal framework of local self-government. The 2017 administrative reform in Estonia affected many municipalities by consolidating and redefining boundaries and status, and some municipalities were considered for elevated status as towns in the process.
