Legal reforms, for example recognizing same-sex marriage or decriminalizing certain activities, expand the domain of legitimate sexual life. Education and public health campaigns can shift norms about consent and safety.

Examples of legitimacy shifts include gradual decriminalization of consensual adult activities, recognition of same-sex partnerships, formal protections for sex workers in some jurisdictions, and greater acceptance of non-monogamous or polyamorous relationships in certain communities. The pace and direction of legitimacy vary across cultures and historical periods.

Critics argue that the focus on legitimacy can obscure issues of coercion, inequality, or exploitation. Others caution that what counts as legitimate may reflect dominant groups rather than universal ethics, and that ongoing dialogue is necessary to avoid normative exclusion.
