Legitimiteet refers to the quality or state of being legitimate. In political science and sociology, it is the popular acceptance of a government or a ruling authority. It is the belief that a ruler, institution, or government has the right to rule and that its people are bound to obey it. Legitimiteet is distinct from legality, which is conformity to the law. A government can be legal but not legitimate, or legitimate but not legal.

There are several theories of legitimacy. Max Weber identified three main types of political legitimacy: traditional, charismatic, and rational-legal. Traditional legitimacy is based on long-established customs and beliefs. Charismatic legitimacy is based on the exceptional personal qualities of a leader. Rational-legal legitimacy is based on a system of laws and procedures that are seen as fair and just.

Other scholars have expanded on these concepts. For instance, legitimacy can also arise from performance, where a government is seen as legitimate because it delivers desired outcomes such as economic prosperity or security. Legitimacy can also be generated through procedural fairness, where the processes by which decisions are made are perceived as just.

The presence or absence of legitimacy has significant consequences. Legitimate governments are more likely to enjoy voluntary compliance from their citizens, reducing the need for coercion. Conversely, a lack of legitimacy can lead to instability, protest, and even revolution. Maintaining and cultivating legitimacy is therefore a key concern for any governing authority.
