Kõrvutamaks is a Health Insurance system in Estonia, which is a mandatory public health insurance system that includes both health insurance and unemployment insurance. This system is administered by the Estonian Health Insurance Fund (EHIF) for health insurance and the Unemployment Insurance Fund (EIF) for unemployment insurance.

The purpose of kõrvutamaks is to provide financial security to Estonian citizens in case they become unemployed or experience a reduction in income. The unemployment insurance provides a financial benefit to individuals who have been unemployed for at least 6 months, with the benefit amount rising as the unemployment period increases.

The health insurance component of kõrvutamaks provides comprehensive coverage to Estonian citizens, including inpatient and outpatient medical care, pharmaceuticals, and dental care. Individuals who are employed in Estonia are required to opt-in to the health insurance, with the employer contributing 4% of the employee's salary towards health insurance.

KHIF is responsible for financing the health insurance component, with contributions from employers and federative funds amounting to approximately 2.7% of the insured's salary. Kõrvutamaks is funded by a combination of premiums paid by employers and salaries, mandatory fees, which employers and taxpayers pay.
