A kártyakibocsátó, commonly referred to as an issuer, is a financial institution that provides payment cards to consumers and businesses. These institutions are typically banks or credit unions, although some non-bank entities may also act as issuers. The primary function of a kártyakibocsátó is to authorize and process transactions made with the cards they issue.

When a cardholder uses their card for a purchase, the kártyakibocsátó verifies the transaction against the cardholder's account information, checking for sufficient funds or credit limit and assessing for any potential fraud. If the transaction is approved, the issuer transfers the funds to the merchant's bank, usually through a payment network.
