Kulturminnevern is the system of policies and practices in Norway designed to protect and manage the country’s cultural heritage. It covers tangible heritage such as monuments, historic buildings, archaeological sites and protected landscapes, and also encompasses related values tied to places. The aim is to preserve cultural heritage for present and future generations while supporting sustainable use of the built and natural environment.

The legal framework is primarily anchored in the Kulturminneloven, the Act on the Protection of Cultural Heritage, established in 1978 and amended several times. The act provides the legal basis for designation, protection and management of cultural heritage objects (kulturminner) and sets restrictions on alterations or developments that could harm their value. Protected objects may be designated as monuments or be subject to specific protective measures (fredning). In practice, responsibility is shared among national authorities, counties and municipalities.

The Directorate for Cultural Heritage, known as Riksantikvaren, administers national policy, maintains registers, provides guidance, and oversees permit decisions related to modifications of protected sites. The public can search for registered cultural heritage through Kulturminnesøk, an online database that catalogs protected objects and their status. Local authorities integrate kulturminnevern considerations into planning, zoning and development, often requiring archaeological surveys, impact assessments, and restoration or conservation work where necessary. Public access, education and financial support programs also play roles in promoting awareness and sustainable preservation.
