Helseforetak are state-owned enterprises in Norway that operate hospitals and deliver specialized health services within the public health system. They are owned by the regional health authorities (RHFs), which coordinate and fund the Norwegian specialist health service. Each helseforetak functions as a separate legal entity with its own board and chief executive officer, responsible for day-to-day operations, staffing, and service delivery in its region. They may run general hospital campuses, specialized clinics, and psychiatric or substance use treatment units, depending on regional needs.
