It does not correspond to a single, widely standardized theory, but is used to describe approaches that organize work and capacity in terms of discrete full-time units.

In practical use, the principle centers on the idea that resources—most often personnel or production slots—are treated as units that match a standard full-time workload. Decisions about staffing, scheduling, and budgeting therefore reference a shared unit of measure, typically a full-time equivalent (FTE) or an analogous construct, to ensure comparability across functions and periods. Variants may specify that every job or shift should be covered by a whole number of full-time units, avoiding fractional allocations where feasible.

Applications may appear in human resources planning, project staffing, and production scheduling, as well as in public administration where staffing formulas rely on fixed full-time units to estimate service capacity.

The term is most commonly encountered in Dutch documents, reports, and academic discussions, and it may be used more as a descriptive principle than as a formalized theory. Critics argue that strict adherence to full-time units can oversimplify labor dynamics, ignore part-time work, and fail to capture variability in demand.
