The test is delivered electronically through a secure government portal and contains a series of structured questions about income, living conditions, health status, and family composition. Respondents are asked to provide detailed information on property type, rent and mortgage payments, utility costs, and any special accommodations required for health or disability.

A scoring rubric converts the collected data into a housing welfare index, which is used by local municipalities to determine eligibility for housing subsidies, relocation support, or other social services. The index is designed to be objective and comparable across regions, allowing caseworkers to make consistent decisions. The test is updated every five years to reflect changes in social policies and economic conditions. Though originally intended for public housing assessments, some private landlords and NGOs have adopted the form for internal use. Its application remains limited to Estonia, and it is administered under strict data protection regulations.
