Valtiotason

Valtiotason is a Finnish term describing the national level of government and public administration. It refers to the central authorities that operate across the entire country, such as the government and its ministries, as well as various state agencies. The concept is used to distinguish nationwide policy-making and administration from subnational levels like municipalities (kunnat) and, in some contexts, regional bodies.

Scope and functions at the valtiotason include crafting and enacting national legislation, formulating and implementing fiscal policy and the national budget, and handling responsibilities that require nationwide coordination. It also covers national defense and security, foreign policy, border control, and the establishment of broad regulatory frameworks and standards. In addition, the central level oversees certain nationwide services, coordinates large-scale programs, and supervises state-owned enterprises or central public administration.

Organization and actors typically involved are the central government (valtioneuvosto) and the regular ministries, along with various central agencies that implement policies across the country. Parliament approves laws and budgets, while the executive branch administers their day-to-day implementation.
