During this period, the outgoing government typically remains in office, managing day-to-day affairs and implementing policies until the new parliament is elected and sworn in. The outgoing parliament may also dissolve itself, allowing for the formation of a caretaker government if necessary. In some cases, the president or head of state may appoint a transitional administration to oversee the transition smoothly.

The duration of the valitsusvälistest varies depending on the electoral process and constitutional requirements. In Estonia, for example, the election period lasts up to 100 days, but the actual valitsusvälistest may be shorter if the election is held promptly after dissolution.
