Vaalipiiriin

Vaalipiiriin is the illative form of vaalipiiri, meaning “into the electoral district” or “to the electoral district” in Finnish. A vaalipiiri, or electoral district, is a legally defined geographic area used to organize elections and to elect representatives. In Finland, parliamentary elections divide the country into multiple vaalipiirit; the borders and the number of districts are set by electoral law and may cross municipal borders to reflect population and geography.

Each vaalipiiri is allocated a number of seats in proportion to its population, and together all districts elect the 200 members of Eduskunta (the Parliament). Within a vaalipiiri, political parties present candidate lists, and voters cast ballots for candidates or for the party lists. Seat allocation within the district is typically performed using the D’Hondt method, with a district-level threshold of 3 percent to gain representation. The system is designed to produce proportional representation while recognizing regional differences, including urban and rural areas. The exact borders can be revised in response to population changes, subject to legal procedures.
