Utlämningsbegäran refers to a formal request made by one country to another for the surrender of an individual accused or convicted of a crime. This process is governed by international treaties or bilateral agreements between the requesting and requested states, known as extradition treaties. The primary purpose is to ensure that individuals who have committed offenses and fled to another jurisdiction can be brought to justice.

The grounds for an extradition request typically include the existence of a valid arrest warrant or court judgment from the requesting country, and that the alleged offense is a criminal offense in both countries (the principle of dual criminality). There are often specific legal requirements that must be met, such as the offense not being of a political nature, or the individual not being a national of the requested country, though exceptions can apply.

When a country receives an extradition request, it is usually handled by its judicial or governmental authorities. The requested state will then examine the request to ensure it complies with its national laws and any applicable extradition treaty. If the request is deemed valid, a judicial process may follow, where a court decides whether to grant the extradition. If approved, the individual is surrendered to the requesting country.
