Työttömyysturvajärjestelmä

The työttömyysturvajärjestelmä, or unemployment benefit system, is a social security scheme in Finland designed to provide financial support to individuals who have lost their employment. The system aims to ensure a basic standard of living for the unemployed and to facilitate their re-entry into the labor market. Eligibility for unemployment benefits is typically based on having worked for a certain period and being actively seeking employment.

There are two main types of unemployment benefits: earnings-related daily allowance and basic unemployment allowance. The earnings-related daily allowance, paid by unemployment funds, is linked to an individual's previous earnings. The basic unemployment allowance, paid by Kela (the Social Insurance Institution of Finland), is a flat-rate amount and is subject to an income test. Both types of benefits are subject to certain conditions, such as availability for work and participation in employment services.

The system also includes various employment services, such as job counseling, training programs, and support for entrepreneurship, all intended to help unemployed individuals find new work. The administration of the unemployment benefit system involves Kela, unemployment funds, and employment and economic development offices.
