Tullverkets

Tullverket, or Swedish Customs, is the government agency responsible for border control, customs duties, excise taxes, and anti-smuggling in Sweden. Operating under the Ministry of Finance, it enforces national and EU customs rules for goods entering or leaving Sweden, and collects duties on imports from outside the EU, as well as VAT and excise taxes on products such as alcohol, tobacco, and energy.

The agency conducts risk-based inspections at points of entry—airports, seaports, border crossings—and along the supply chain to ensure compliance with import and export regulations. It issues licenses and permits for restricted or controlled goods, including weapons, chemicals, and dual-use items, and it enforces prohibitions on restricted trade.

Tullverket also pursues customs offenses, combats smuggling and counterfeit goods, and enforces trade restrictions, employing investigators and border-control staff in cooperation with other authorities, including the Swedish Police and the coast guard.

For traders and travelers, Tullverket provides information and digital services for declarations, permits, and duty payments. It participates in EU-wide customs procedures and international cooperation, sharing risk information and coordinating enforcement with foreign customs administrations and bodies such as OLAF and the WCO.

The agency is led by a director-general and a management board, reports to the Ministry of Finance, and publishes statistics and enforcement results to maintain transparency. It operates within Swedish law and collaborates with other agencies as part of the national and EU customs systems.
