Tjenestepensjonssystemer refer to occupational pension schemes that are organised by employers or through collective agreements. They complement the state pension in Norway and are a major part of retirement income for many workers. These schemes are typically divided into two broad categories: defined benefit (pensionerutviklingsordning) and defined contribution (pensjonsopsparingsordning).

In a defined benefit scheme the pension amount is promised based on a formula that usually takes into account years of service and salary history. The employer bears the investment risk and must ensure that the asset base is sufficient to meet future obligations. Defined contribution schemes, on the other hand, transfer the investment risk to the employee. The pension pay-out depends on contributions made and the performance of the chosen investment portfolio.

Public sector employees in Norway mostly participate in the state pension system (folketjenestepensjon) which is a defined benefit plan with mandatory contributions. Private sector workers typically access pension schemes negotiated through trade unions or employer organisations. Several major private pension schemes are registered with the Norwegian Pension Fund Authority and are subject to regulatory oversight that includes reporting, solvency tests and investment guidelines.

Reform initiatives over recent decades have aimed at improving sustainability, transparency and alignment with a broader welfare agenda. Among these efforts are measures to standardise benefit calculation, enhance coordination with the national pension scheme and promote a shift towards more defined contribution models. The transition process is monitored through regular pension indicator reports, allowing policymakers to assess the long‑term viability of the pension architecture.
