Samhällsskyddslagen

Samhällsskyddslagen, officially known as lagen (2003:778) om skydd mot olyckor, is a Swedish law governing measures to protect people and property from accidents and other harmful events. It establishes a framework for preventative actions, preparedness, and response to various risks. The primary goal of the law is to reduce the likelihood of accidents and to mitigate their consequences when they do occur.

The law places responsibilities on both authorities and individuals. Municipalities are tasked with developing and implementing local risk and safety plans, which include measures for preventing and managing accidents within their jurisdiction. This can involve everything from building regulations to emergency response services. The Swedish Civil Contingencies Agency (MSB) plays a central role in overseeing and coordinating societal safety efforts at a national level, providing guidance and support to municipalities.

Samhällsskyddslagen also addresses the responsibilities of property owners, requiring them to take reasonable measures to prevent fires and other accidents. Individuals are encouraged to be prepared for emergencies and to understand the risks they might face. The law covers a wide range of scenarios, including fires, chemical incidents, natural disasters, and other events that could pose a threat to public safety. It aims to create a resilient society capable of responding effectively to crises.
